Karnataka NEET PG (PGET) Admissions & Counselling FAQs
Everything resident doctors and candidates ask regarding Karnataka postgraduate medical counseling: domicile exceptions, Choice 1/2/3/4 dilemmas, caution deposit refunds, rural bond legal enforceability, and private college fee ceilings.
1. Eligibility, Domicile & Non-Karnataka Candidates
Can doctors from outside Karnataka apply for postgraduate medical seats in Karnataka? ▼
Yes. Doctors who completed MBBS outside Karnataka are eligible to apply for Open Private Quota ('OPN') and Management / Others Quota ('Q') seats in private medical colleges across Karnataka. Allotment is made purely on All India Rank merit. Non-Karnataka candidates are NOT eligible for Government 50% State Quota ('G') seats or Private General Merit ('GMP') seats.
I did my MBBS in Karnataka, but my schooling was outside. Am I eligible for Government Quota? ▼
Yes, under Clause B. Under KEA PGET rules, candidates who studied and passed MBBS from a recognized medical college located in the State of Karnataka are eligible for State Quota seats in both Government and Private Medical Colleges, regardless of where they attended high school.
Is KMC (Karnataka Medical Council) registration required before document verification? ▼
No. At the time of physical document verification at KEA Malleswaram, a provisional or permanent registration certificate from ANY State Medical Council (SMC) or the National Medical Commission (NMC) is accepted. However, once you are allotted a seat in Karnataka, you must apply and obtain provisional or permanent registration with KMC within one month of joining.
2. KEA Counselling Stages & Choice Selection
What happens if I choose Choice 2 in Round 1? ▼
Choosing Choice 2 ("Hold & Upgrade") means you retain your Round 1 allotted seat as a guaranteed safety net while competing for higher-priority options in Round 2. To hold the seat, you MUST pay the prescribed tuition fee to KEA within the stipulated window. If upgraded in Round 2, your Round 1 seat is automatically released to another doctor. If not upgraded, your Round 1 seat remains yours.
Can I add new choices before Round 2 allotment? ▼
For candidates holding Choice 2 seats, you can re-order, modify, or delete your existing choices that were placed ABOVE your allotted seat. In certain cycles, KEA also permits fresh option entry for newly added seats or vacated seats ahead of Round 2 processing.
What happens if I am allotted a seat in Round 2 and do not join? ▼
Severe penalties apply. Under Supreme Court and NMC rulings, if a candidate is allotted a seat in Round 2 and fails to join, their entire paid tuition fee/caution deposit is forfeited, a penalty equal to the prescribed course fee is levied, and they are debarred from participating in KEA counselling for subsequent years.
3. Karnataka Compulsory Rural Service Bond Rules
Is the 1-year rural service bond compulsory for all PG medical students? ▼
Yes. Under the Karnataka Compulsory Service Training by Candidates Completed Medical Courses Act, 2012, all candidates admitted to MD/MS/Diploma seats in Government Medical Colleges and Government Quota seats in Private Medical Colleges must serve for 1 full continuous year in a government hospital/facility assigned by the Department of Health and Family Welfare.
What is the penalty if I refuse to do the 1-year bond service? ▼
The statutory penalty is ₹50,00,000 (₹50 Lakhs) for MD/MS degree holders, and ₹25,00,000 (₹25 Lakhs) for Diploma holders. Furthermore, your permanent registration with KMC and original degree certificates remain withheld until either the 1-year service is completed or the penalty is cleared.
Are doctors paid during the 1-year compulsory service bond? ▼
Yes. Doctors serving their bond period are appointed as Senior Residents or Specialist Medical Officers and receive a regular government salary of ₹62,000 to ₹72,000 per month (totalling ~₹7.5L to ₹8.6L over the year), along with government accommodation or HRA.
4. Fees, Resident Stipends & Living Expenses
What is the monthly stipend paid to PG residents in Karnataka? ▼
In all Government Medical Colleges (BMCRI, MMCRI, KIMS Hubballi, etc.), the statutory stipend is:
• 1st Year: ₹50,000 / month
• 2nd Year: ₹55,000 / month
• 3rd Year: ₹60,000 / month
Total stipend earned over 3 years is ₹19,80,000. In ESIC colleges, resident stipends are even higher (~₹90,000 to ₹1,00,000/month under Central 7th CPC norms).
Do private medical colleges in Karnataka pay stipends to residents? ▼
Yes. Under National Medical Commission (NMC) regulations and Rajiv Gandhi University of Health Sciences (RGUHS) directives, all private medical colleges are mandated to disburse monthly stipends to postgraduate trainees (~₹45,000 to ₹55,000/month). Top hospitals like St. John's, MS Ramaiah, and KIMS pay on time through direct electronic bank transfer.
